Job Description
 
The HR Manager will establish and lead a Human Resources department from the ground up, supporting approximately 230+ employees within the Chairman’s private organisation. This pivotal role involves designing and implementing HR policies, processes, and structures across multiple jurisdictions (Middle East, UK, EU, USA).
The HR Manager will develop and oversee the full spectrum of HR functions, including recruitment, onboarding, performance management, training, payroll, compliance, and government relations, while fostering a world-class employee culture that reflects the organisation’s values and strategic objectives.
 
Responsibilities
 
Employee Transfers & HR Infrastructure

  • Lead the transfer of 200+ employees, ensuring compliance with international labour laws.
  • Develop job descriptions, SOPs, and an employee handbook in collaboration with department heads.
  • Establish HR policies and practices aligned with global best standards.

Manpower Assessment & Training

  • Evaluate staffing levels against workload demands to identify gaps or redundancies.
  • Implement training and development programmes to enhance service standards.
  • Introduce a performance management system to measure and improve employee productivity and engagement.

Recruitment & Onboarding

  • Develop recruitment strategies to attract and retain top talent.
  • Oversee the full recruitment cycle: advertising, screening, interviewing, and selection.
  • Benchmark salary and benefits against industry standards.
  • Ensure a smooth onboarding process, including orientation, cultural integration, and ethical conduct training.

Payroll & Benefits Administration

  • Oversee accurate payroll processing across multiple jurisdictions.
  • Ensure compliance with local and international payroll regulations.
  • Manage benefits administration (health, retirement, vacation entitlement, and perks).
  • Introduce vendor partnerships to enhance employee benefits (e.g., gyms, restaurants, lifestyle discounts).

Government Relations & Compliance

  • Liaise with government authorities for work permits, visas, GOSI, QIWA, and insurance requirements.
  • Ensure all employee contracts and records are legally compliant and up to date.
  • Collaborate with legal advisors to resolve employment-related issues.
  • Maintain strict confidentiality protocols across all HR activities.

Flexibility & International Scope

  • Provide HR support across multiple regions, with occasional travel/relocation to meet operational needs.

 
Candidate Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s or CIPD certification preferred).
  • 10-15 years of senior HR experience, ideally in UHNW family offices, luxury hospitality, or similar environments.
  • Fluent in English and Arabic.
  • Strong knowledge of HR best practices, labour law, and payroll regulations across multiple regions (Middle East, UK, EU, USA).
  • Demonstrated success in building HR departments from the ground up.
  • Skilled in Oracle NetSuite HR management systems (or equivalent).
  • Exceptional leadership, problem-solving, and communication skills.
  • Proven ability to influence and manage stakeholders at all levels with discretion and integrity.
  • Valid driving licence, clean DBS (or equivalent), and non-smoker preferred.
